I have an alternative certification and don’t know much about how to teach another language. Do you know any universities that have a good program that teaches HOW to teach a foreign language? Specifically Spanish. Something in Texas is best.

The Teacher Education program at a university (as part of the credentialing program) should have courses. The best place to look might be in the teacher-ed. programs that have single-subject credentials, for example in Spanish.
I got my teaching credential in California (single-subject: Spanish), and part of our coursework was specifically in the methodology of teaching foreign languages!
(I hope this helps.)
